No. Jordan Creek and the loess are. That ground pipes water along contacts the grading cut through, and a window well on the downhill side of a loess lot can fill with no river involved. Des Moines' story is two rivers and 1961 basements. This lot is a creek and a young cut.
Why would a new basement on loess wet when the old one on the flats does not, in the same storm?
