At the watershed scale it helps. At Valley Junction a June cell still meets a river that can be high, and mill-era basements on those flats were not built to a channelized standard. Channelizing moves the crest. It does not lift the floor.
The house is a 1990s tract toward Waukee. Is the Raccoon still the issue?
No. Jordan Creek and the loess are. That ground pipes water along contacts the grading cut through, and a window well on the downhill side of a loess lot can fill with no river involved. Des Moines' story is two rivers and 1961 basements. This lot is a creek and a young cut.
Why would a new basement on loess wet when the old one on the flats does not, in the same storm?
Because they fail differently. The flats take the river. The loess takes piping along a cut the 1990s made and have not yet settled into. Same June cell, two mechanisms. Comparing the two houses as if they shared a soil is how the wrong fix gets sold.
