The clay does the moving, not the volume of rain. Bentonite takes on water and swells, then shrinks as it dries, and it does not do either uniformly around a building. A wet May and a dry August are enough of a cycle to lift one corner and drop another, which is all a crack needs.

Elevation above the channel is not elevation above the water table. The terrace is river deposit, and groundwater in it sits closer to a basement floor than the modest rainfall would suggest. A dry climate at the surface and a wet wall below grade are compatible here.
