Because that wall is holding the hillside, not the river. Water that entered the shale and soil above the house is still moving downslope days later. The confluence sets the flood question; the cut slope sets the seepage question, and they are not the same job.
Do both forks have to rise before the low streets take water?
Usually yes, and that is the local pattern. One fork in flood can still leave, but when the Tygart and the West Fork peak together the junction has no unused capacity. The lowest blocks then see water from the channel rather than from the hill.
Is a hillside house from 1951 built to drain?
Rarely. That era poured basement walls against the cut and trusted the grade. There is often no drain tile and no waterproofing on the buried face, so the wall is a dam. The fix is drainage at the cut, not a coating on the inside.
