Lake-effect snow. The fill under the harbor streets is restocked all winter, so by March the water table is already high. June is the rainfall peak; March is the melt peak, and a cellar on that spoil sees both as the same water from below.
The river is in its banks. Is the marsh fill still a cellar problem?
The marsh is under the street, not in the channel. Fill over peat and muck holds water whether the river is flooding or not. A 1959 basement is a hole in that fill, and the river being 'fine' does not dry the spoil.
