The lake sets the water table, not the current you can see. When Michigan is up, the ship canal and the river mouth sit high, and a basement on that terrace is in the same pool. A calm surface is not a low table. Closing the vents in June then traps what the ground is already adding.
Is the ice harbor the reason the old mill blocks stay wet?
Partly. Digging the harbor and canal put fill where marsh and riverbank used to take the rise. Houses on that fill see the lake through the ground, not over a bank. The mill stock was built to the water that powered it; the harbor just locked that water in place.
Does a June peak matter more here than a winter thaw?
