Because the limit is the water table, not the soil. Sand drains quickly downward until it meets groundwater, and during the melt that level rises toward the surface. Once it does, the sand above has nowhere to drain to and behaves like anything else.
Why does having two rivers matter?
Because they drain different country and release on different schedules. One can be running high while the other is normal, and the combination that causes trouble is both loaded at once. It doubles the number of ways the same ground gets flooded.
