Nothing happened all winter and then March was a disaster. Why?
The winter did the preparation and the melt did the damage. Months of deep frost move soil and widen every existing crack, but there is no liquid water available to exploit them. When the thaw comes, volume arrives all at once into openings that were narrower in November.
Why does the melt cause more trouble than an equivalent summer rain?
Because the ground cannot take any of it. In early spring the subsoil is still frozen, so infiltration is close to zero and everything runs across the surface to the lowest point available. A summer storm of the same volume partly soaks away; the melt does not.
The older housing sits lowest. Is that a coincidence?
No — it was sited for the mills. Housing went up close to the water that powered the industry, which meant the lowest ground available. It made sense industrially and left the oldest and least protected buildings in the least favorable drainage position.
