Sand drains until it hits a perched layer or a lake. Around American Lake the water table is the lake, and November rain has nowhere lower to go. A crawlspace over that sand is sitting in a wet climate even in a week without a storm. Closing the vents to save heat then traps what the ground is already adding.
Clover Creek looks like a ditch. When does it matter?
When November and a high lake stack. The channel is small for the outwash trough it drains, and a few days of rain put it out of bank onto lots that were platted as upland. The water does not have to be deep; it only has to reach a crawlspace vent.

Of the ravine as a flood, yes. Of the path the water takes to get there, no. Outwash above the cut still weeps toward it through the sand, and a crawlspace on that path wets from the side. Being above the gorge is not the same as being off the drainage.
