Those blocks sit on dumped grade next to the gorge, and lime mortar wicks from that fill whenever the James is high in the cut. A mapped flood is not required. The terrace fill is already the river's old bed, and a 1971 warehouse wall is a wick from the day it was bedded on that dump.

Often the streets did the concentrating. Lynchburg's grades were laid to get off the hills toward the James, so May rain that the saprolite cannot hold becomes a sheet in the roadway and arrives at the lowest terrace before the inlets catch it. A dry roof and a wet cellar on that run is a grade story, not a plumbing story.
