Because most of the relevant water did not fall here. Snowpack in the mountains releases over weeks each spring and lifts the water table across the valley, so a basement can take water in a month with almost no recorded rainfall. A rain gauge will not explain the timing.
What does lake-bed sediment do differently?
It holds water. Silts and clays laid down in still water are very fine and drain slowly, so moisture that reaches a foundation through them lingers instead of dispersing. The mountains drain quickly; the valley floor they drain onto does the opposite.
Two houses on the same street, one wet and one dry. What separates them?
Usually a few feet of elevation. The old lake left benches and flats, and the spring water table rises to about the same level across the valley regardless of which lot it meets. Whether a basement floor sits above or below that line decides the outcome, and the difference is not visible from the street.
