New post-tensioning resists cracking better than 1970s steel; it does not stop the soil from moving the edge the downspout keeps wet.

Both, on different days. The corridor is the remnant prairie swale, so May cells still collect there. Most lots fail from clay movement and from fill over that swale, not from a mapped flood. If the water is against one edge after every storm, look at the old swale before you look at the creek's banks.

It can move the edge. Keeping the front wet and the back dry is a moisture gradient the clay will follow, and post-tensioning does not cancel a gradient. Even watering around the whole perimeter matters more here than the brand of grass.
