The Blue Ridge is still draining. A December storm on that catchment reaches the Hiwassee floor hours later, and karst delivers it through rock rather than down the street. Surface grading around the house tells you very little about when that pulse will arrive.

Not as flood. As the regional outlet, and as the reason the limestone is so dissected, yes. The bench problem is the cut slope and the neighbor's downspout. A wet crawlspace on the floor is often karst; one on the bench is often the hillside. Same December, two jobs, and the river itself can be behaving the whole time.

On this limestone, often not. The ground is already putting moisture in, and December air is too cool to carry it out. Closing the vents without also drying the ground just holds what the rock is adding. The sequence is drainage first, then air.
