Usually a seam in the rock rather than a defect in the wall. On thin soil over limestone, water travels through joints in the bedrock and arrives under pressure at whatever intersects them. That makes it a targeted problem, which is better news than general seepage would be.
Grading was done properly and it still gets wet. Why?
Because on this ground the surface is not where the water is traveling. Soil is only a few feet deep, so most flow is happening in the rock below, and it follows joints that ignore the finished contours entirely. Good grading helps and cannot be the whole answer.
The house is new. Should any of this be a concern yet?
Newer stock avoids age-related failures but not geological ones, and construction here often involved blasting and reshaping the lot. That changes how water moves through the rock and the fill, sometimes in ways nobody recorded. Age and site behavior are separate questions.
