Not the main one. The marsh and the tide set the water table, and an August squall raises both from the estuary side. A crawlspace over peat can wet from below with the Beaufort River looking ordinary from the bridge. Overbank flow is the obvious event; tidal groundwater is the standing one.
What is tabby doing in a wall that keeps staining?
Wicking. Tabby is lime and shell, and it takes water like a sponge. Tide in the fill below keeps it charged, and a stain at the base is often that capillary path rather than a roof leak. Coating the inside will not break a path that starts in the shell.
