Does having a long shoreline actually change the risk profile?
It changes the scale. A deeply indented coast means far more housing sits within a short distance of tidal water than the town's size suggests, so a single coastal storm affects a great deal of frontage simultaneously. The mechanism is ordinary; the exposure is unusually widespread.
