Only for water arriving from the river. Rain landing behind the levee still has to be pumped or drained out, and while the river outside is high there is no gradient to discharge into. Protected ground can flood from the inside during exactly the storm the levee is handling.
Why does a narrow valley make ordinary rain worse?
It concentrates it. Water shedding off steep ground on both sides converges on the small area of flat ground the town occupies, arriving fast and with little chance to infiltrate on the way down. Open terrain would disperse the same rainfall harmlessly.
