The Ohio Ottawa, a small river on glacial till, not the border river. May's 4.38 inches lands on clay that will not take it, and the terrace the refinery and the mills used is the same terrace the houses sit on. The name is a coincidence. The water is local, shallow, and slow to leave.
The till plain looks flat. Why would a house away from the river still take May water?
Flat till has no outlet of its own. Once the few feet above the clay are full, water moves sideways. A cellar on that plain is in the path even if the Ottawa is out of sight. Grading and downspout discharge do work that a sandier soil would do unaided, and a May cell makes that obvious.

Water arriving through a fixture during heavy rain is the line surcharging, which means it carries waste and is handled as a contaminated loss — disinfection and removal of porous material. Groundwater through a wall is a different job. The first reading has to say which.
