Because stopping overbank flow is not the same as lowering groundwater. Levees and channels keep the Great Miami off the streets and also keep it from draining the fill under those streets. A 1951 basement is a hole in that held-up water table.
Why would April be worse than a bigger summer storm?
The ground is still thawing and the five rivers are all high from melt. April rain lands on a valley that has no unused storage. A July cell can be heavier and still leave, because the channels and the soil have room they did not have in spring.

It is still a path. Dumping and regrading after the flood left mixed material under later blocks. Water moves through that fill toward the deepest cavity, which is often a basement that was poured decades after the flood, into ground nobody compacted to a standard.
