Fundamentally. Draining a wetland makes it usable without changing the fact that it has no natural gradient and sits on heavy clay. The whole area depends on an artificial drainage network, and when that network is full, conditions revert toward what they were.
Does flat ground help drainage?
It is the core difficulty. Without fall, water leaves only as fast as a ditch or tile line carries it, and if either is blocked nothing takes over. Grading immediately around a foundation does more work here than it would anywhere with natural slope.
Is there buried tile under my property?
Quite possibly, and probably undocumented. This land was tiled to make it farmable long before it was subdivided, so development inherited whatever survives. Some still functions, some was cut during construction, and there is rarely a record to consult.
