Partly, but the residence time matters more. Snow that never clears between storms melts at the deck and refreezes at the eave, and weeks of that works ice back up under the covering. A single heavy fall is manageable; four months of standing accumulation is a different exposure.

Where the water can go. Pre-war lots left a side yard a few feet wide, so two roofs discharge into one strip with a foundation on either side of it. There is no room to move water away, which makes downspout extension and grading both harder to get right and more consequential when they are wrong.
Does it matter which part of the city a house sits in?
It largely decides what you are dealing with. The ground falls from the eastern blocks toward both the lake and the river, so a lower street receives what everything above it sheds and holds it longer. Two houses of the same age and build can face completely different exposures a mile apart.
