From below. This is an artesian valley; groundwater is close to the surface whether or not the monsoon has fired. A damp slab edge in a dry month is the water table, and a rain gauge is the wrong instrument for it.
Is gypsum actually a sinkhole rock here?
It can be. Gypsum dissolves faster than limestone, and a downspout or a leaking line that empties in one spot will enlarge a void in valley beds. A depression that keeps returning after being filled is worth treating as a water-concentration problem, not as settling.
If we stop irrigating, does the slab dry out?
It may dry at the edges and not at the core. Irrigation is an extra load on a system that is already wet from below, so cutting it helps the gradient without turning the valley into a dry site. The artesian water is still there.
