Because it still holds the river up. Dundee Pond is a water table against the flats, park or not. A 1951 basement on that side of town is a hole next to a raised river. Lowering the dam is not on the table, so the house has to live with the level the dam chose.
The house is on the Watchung slope. Is the Passaic still involved?
As the outlet, yes. Runoff off the trap rock still has to reach the river, and a full combined sewer on the way will surcharge uphill of the flats. The slope's own problem is the uphill cut. Two wet walls, two causes, one June storm.

A wet wall is groundwater from the dam or the hill. Water up a drain during the storm is the sewer. One is relatively clean; the other is not. The cleanup and the fix are different, and treating a surcharge as seepage leaves the valve uninstalled.
