The damage shows in March. Did something happen in March?
Because the water never left. Ground saturating in autumn freezes with that moisture in place, and each thaw cycle works cracks and joints wider through the winter. By the March melt, the openings are larger than they were in the fall and there is a great deal of water available.
Are ice dams caused by the roof or by something else?
Almost always insulation, showing up as a roofing symptom. Heat escaping into the attic melts snow on the upper roof, the meltwater refreezes at the cold eave, and the ridge that forms backs water under the covering. Replacing the surface without addressing heat loss reproduces the dam.
This was a mill town. Does that affect the older housing?
That it moves moisture rather than blocking it. Brick and lime mortar of that period transport water by design, and no damp-proof course was installed. Managing what reaches the outside of the wall, and the humidity inside it, is more productive than trying to make the wall itself a barrier.
