Does the tide affect a basement that is nowhere near the water?
Near the older core it can. A tidal river holds groundwater up along its corridor and that level moves with the tide and the season, so a basement can be damp on a dry week for reasons that have nothing to do with rainfall. Distance from the bank matters less than elevation.
