Because the water is not local. This river drains an enormous upstream catchment and is actively managed by reservoir releases, so the level here reflects decisions and snowmelt hundreds of miles away. A dry week locally and a rising channel are entirely compatible.
Does a record flood year tell me about ordinary conditions?
It maps which ground participates. A large event shows where water goes when the channel cannot hold it, and ordinary high water uses the same routes at lower volume. Parcels that took water then usually see groundwater effects in an average wet spring.
The house is up on the bluff. Different risk?
Different, not absent. Bluff lots trade inundation risk for a retaining problem: the uphill side of the foundation holds back a tall face of loess, and that silt loses strength when it saturates. The failure mode changes with the elevation.
