From above the town rather than on it. Snowpack in the surrounding mountains releases over weeks and runs down the gulches into the valley, raising groundwater on a schedule set by temperature at elevation. A rain gauge in town records almost none of the water that matters.
The older part of town has odd drainage. Is that the mining?
In large part. Gulch mining reworked the ground before the townsite matured, so fill, disturbed material and original soil sit next to each other in ways that are not documented. Water follows the boundaries between them, which is why drainage can differ sharply between adjacent lots.
Do winter inversions affect a building?
They remove the drying the season would otherwise supply. Cold air settles in the valley and stays, air movement drops to almost nothing, and anything damp in a crawlspace or basement holds its moisture for weeks. The cold is not the issue; the stagnation is.
