Because the water is not local. The river runs on snowmelt from mountains well upstream, so its level reflects conditions at elevation days earlier rather than anything falling on this valley. A dry spell here and a rising river are entirely compatible.

Does living below the rimrocks change the drainage picture?
It concentrates it. Water shedding off rock arrives fast and with little chance to soak in on the way down, so properties along the base take flow out of proportion to the rainfall that produced it. Grading that assumes only local rain will underestimate what arrives.
