Dry all winter and then a flooded March. What happened?
Because freezing suspends water rather than delivering it. The cold season widens cracks and joints with almost no liquid water available. When the melt comes, it supplies a large volume all at once into openings that were narrower before the winter started.
Why is snowmelt harder to handle than an equivalent rainstorm?
Because the ground cannot help. In early spring the subsoil is still frozen, so infiltration is close to zero and everything runs across the surface to the lowest point available. A summer storm partly soaks away; the melt has nowhere to go but sideways.
We are right at the bluff edge. Is that a different risk?
Different rather than greater. Bluff-edge lots are well above the river, so inundation is not the concern, but the foundation retains a tall face of soil on one side and that soil gains weight and loses strength when it saturates. The failure mode changes with position.
