Because the water is under the floor, not on it. Lacustrine clay will not let a supply-line failure drain down, so it travels between slab and finish until it finds a baseboard or a closet. A warm spot on the floor or a bill that jumped is often the first sign, not a puddle.
How is this different from the older inner-suburb housing to the south?
Era and assembly. Those blocks are basements and combined sewers. This stock is ranches on slabs and shallow basements on the same clay, built in a boom that assumed the lake plain was finished ground. The clay was not finished; it still moves, and it still perches water.

The clay is already swollen and the air is already humid, so a storm has no unused storage in the soil and no drying power in the house. Spring leaks show as water. August leaks show as a smell in a closet because the slab never got a chance to dry from the last cell.
