Closed basins. The ice left kettles with no stream out. May rain fills those holes, and a basement cut into one is the lowest point. A river lot would have a gradient. This ground does not, which is why a high-looking moraine lot still seeps.

Tile assumes the water has somewhere to go. In a kettle the tile discharges into the same closed basin the house sits in. The year is new; the outlet is not. Pumping and grading that create a real outfall matter more here than the build date.
