Yes. The flats take the Kansas when the channel is high; the ridge takes runoff that the till will not absorb. One address is a river problem and the other is a grading problem, and treating them as the same moisture event mis-scopes the work from the start.
A limestone foundation on the hill has been damp for decades. Is that expected?
On this ridge, often. Early limestone was laid to carry the house, not to exclude water, and till against the wall stays wet after every June cell. Managing the grade and the downspouts does more than any coating on the inside face of stone that was never a barrier.
The Wakarusa is a mile away. Why would it matter on this lot?
Because the bottoms south of town are a storage basin. After a June storm they hold water against the lowest crawlspaces long after the Kansas itself has dropped. Distance from the bank is not the same as distance from the water table that basin sets.
