Flat ground — does that make drainage easier?
It is the whole difficulty. Gravity does nothing for you on ground this level, so water departs at whatever rate a ditch or tile line moves it and stops entirely when either is obstructed. The first few feet of slope away from the walls end up doing work the landscape will not do.
