Why does a cold-season rainfall peak matter more than a summer one?
Because nothing removes it. Winter rain meets dormant vegetation and minimal evaporation, so the ground keeps far more of what it receives, and a good share arrives as snow that does not drain at all until spring. The same total in July would largely disappear on its own.
Does the lake affect a property some way back from it?
On the low ground, yes. A lake is the visible surface of the local water table, and that level extends outward through the soil, so basements near the shore sit close to it regardless of recent weather. Higher lots are governed by slope drainage instead.
Only the uphill wall is wet. Leak or drainage?
