The water is not local. This river drains an enormous upstream area, so the level here reflects rainfall and snowmelt from days or weeks earlier and far away. The upside is genuine warning time — unlike a small stream, this river announces itself well in advance.
We are up on the bluff. Does the river still matter?
For inundation, largely. For the ground, no — being on the bluff means the uphill side of the foundation retains a tall face of silt, and that silt erodes fast where water concentrates. Elevation trades a flooding risk for an erosion and pressure one.

On silt, more than most soils. Concentrated discharge cuts channels quickly and can undermine backfill with nothing visible at the surface. Extending or spreading that discharge is a cheap correction to a mechanism that works invisibly and then appears suddenly.
