Real. The pali is a rain machine, and a few hundred feet of distance toward the mountain is a different orographic load. Gutter capacity that is fine on the bay side can be undersized on the pali side of the same block.
Jalousie windows are original. Are they a leak path?
They are a designed gap. Trades push rain at those slats for months, and the tracks overflow rather than seal. Original 1970s jalousies on this coast are a wetting detail, not a failed window, and replacing them or shielding them is a bigger moisture change than a new roof sometimes is.
The house is toward the bay on fill. Different from the pali lots?
Different water. Pali lots take rain from the sky and the slope; bay-fill lots sit on former pond and wetland where the water table is the bay. A wet slab on fill is often groundwater, and a wet wall under the pali is often the mountain. The repair is not the same.
