Cold wood in a wet corridor. Air from the creek is humid in July; a cooled joist is a condenser. The conditioner is doing its job on the air and creating a surface the air will wet. That is a dew-point problem, not a floodplain flood, and opening vents will not fix a surface you are chilling.
