Why does the same storm wet one side of town and not the other?

It usually made a perched layer. Sand on clay holds a bathtub of water at the fill contact, often right at slab or crawlspace height. The lot looks better graded and then seeps at the seam all June.
Is the river the moisture source for houses well off the bank?
For groundwater on the lower terraces, it can be. The Savannah holds the water table under those clay flats. A house that never floods can still have a damp crawlspace because the river, not the thunderstorm, is setting the water level in the ground.
