The drywall is not the wall. Concrete block is porous and holds water in its cores far longer than the finish surface suggests. A block wall wet from a storm or a slow leak can stay damp inside for weeks while the paint feels dry, which is why testing the block matters more than touching it.
Does being surrounded by water change anything practically?
It removes the escape route. On a narrow peninsula there is very little elevation difference to drive drainage and the groundwater sits high, so stormwater leaves slowly. Water that would drain away inland stands here instead, which extends the time materials spend wet after any single event.
Is older block construction worse than newer?
Generally yes, because the detailing that keeps water out of the wall assembly is newer than most of this stock. With a median build year of 1969, a lot of these walls predate the flashing and moisture-barrier practices now standard, so the block gets wet more easily and stays wet longer.
