It settles the river, not the rain. A wall stops the channel coming in; it does nothing about water landing on the protected side, which still has to be lifted out mechanically. Why does an October soaking matter more than a July one?
Because that water is still there when the ground locks up. Soil saturated in autumn freezes with its moisture in place, and ice occupies more room than water did, so the ground swells and pushes on whatever it surrounds. A July soaking is gone by August; an October one becomes a load-bearing problem.
