Because it is a full ditch for weeks in May. Snowmelt keeps it charged, and unlined or leaky reaches put that water into the terrace. A walk-out that faces the easement is looking at a water table, not a park. The Platte can be behaving itself the whole time.

The annual figure is the wrong one. May melt plus a Front Range burst puts a season into the channel in a week. Terrace groundwater rises with the river even when the bank holds. A basement on that terrace is a hole in a water table the mountains are still filling.
The house is a 1982 walk-out. Was the canal in the original grading?
As a view, yes. As a drain, often no. Lots were sold to the easement as if the ditch were decorative. Walk-out floors sit near ditch grade, and May is when that grade is a water surface. Interior coatings will not stop a canal that is leaking on the other side of the patio.
