The lot was graded flat when built and now water pools. What changed?
Possibly the ground itself. This part of the valley has subsided measurably from groundwater withdrawal, and subsidence is rarely uniform. A slab poured level can end up out of level over years, and drainage designed for the original surface no longer follows the current one.
What is hardpan and how deep is it?
A dense cemented layer that forms in valley soils, often within a few feet of the surface. Water infiltrates the loose material above it and then stops, so the effective drainage depth is much shallower than the water table suggests. It is why a hole fills and stays full here.
Ten inches of rain a year. Is drainage really a concern?
It is, because of timing and gradient rather than volume. Almost all of it falls between November and March when nothing evaporates, and the valley floor is close to level, so there is little to move water off a property. Small totals behave like larger ones when nothing carries them away.
