Levees keep river water off the street. They do not lower the water table under the grid, and they do not stop January rain from filling the fill. A dry street and a wet crawlspace is a normal pair here after a winter storm, because those are two different water bodies.
What does tule fog do that rain does not?
It removes the drying interval. After a storm, inland air would start pulling moisture out of a crawlspace. Fog keeps the air at saturation for days, so wood and plaster stay at the edge of condensation. The rain wets; the fog keeps it wet.
Summer is dry. Does that reset a winter leak?
Surfaces yes, assemblies not always. A slab leak or a wet crawlspace can smolder through the dry months because the valley's irrigation and the high water table never fully drop. The dry season hides the problem more than it cures it.
