Because almost all of it arrives in a few February storms, and hydraulic fill does not drain like native soil. The water table in that sand and silt jumps, the fill consolidates, and a 1959 slab that was poured as one plane is no longer one plane. The annual total is small; the February pulse is not.

The mudsill and the stucco paper at grade. That era sat the sill on a stem with no capillary break worth the name, and the stucco was a splash zone. Water that the fill brings up, or that February throws at the base, stays in that band. The shear wall above is usually still dry while the sill is not.
