Does expansive clay affect a house without a basement?
Yes, through the slab. Clay that shrinks in dry weather leaves gaps alongside the foundation and can leave sections of slab unsupported. When rain returns it both swells against the structure and uses those gaps as an entry route, so the movement and the water intrusion are the same story.
Is a spring rainfall peak worse than a summer one?
It tends to be, because it lands on soil that has not dried out from winter. A summer storm falls on a profile with some capacity left. A May storm here often arrives with the ground already near saturation, so a larger share of it becomes runoff rather than infiltration.
