It can, because it tells you the subsurface here is actively moving water. Springs are where solution channels discharge, and the same network can route water to a foundation excavation. A spring is useful information about the ground rather than a problem in itself.
Why does peak rainfall in December matter more than the same amount in July?
Because nothing is drawing it back out. Summer rain meets high evaporation and active vegetation; December rain meets neither. The ground therefore retains a much larger fraction of what falls, and that retained water is what loads foundation walls through the winter.
Is a basement viable in this area?
