The water is coming off the hills, not out of the town gauge. Snowpack in the Black Hills melts on a schedule set by elevation and sun, and Rapid Creek delivers that melt through town whether or not a drop has fallen on the bench. Local weather is a poor predictor of the channel.
Was the 1972 flood a one-time event or a map?
It is a map. The water took a path the topography still has, and a large share of the housing rebuilt in those blocks rather than leaving them. A smaller event uses the same streets; the difference is depth, not direction.
The west-side basement wall moves every spring. Why?
Freeze-thaw against a hillside wall. The west side backs into the foothills, so the uphill face of a basement retains a tall wedge of soil that saturates in May and then heaves as nights still freeze. The crack that opens in April is often the same one that closed in August.
