Rock that is close to the surface is a roof, not a drain. Water moves on top of it and along the joints, and a basement cut into that rock is a room on the flow path. Deep soil would have stored the June storm. A few feet of dirt over limestone will not.
What does the canal do to a mill-block basement on a dry day?
It sets the water level. The canal is a managed surface, and seepage from it keeps the adjacent fill wet even when June is a memory. A rubble foundation next to that cut was never going to exclude water; it was going to stand in it.
A newer slab on quarry fill. Is that the safe stock?
It is the hidden-leak stock. Fill perches a plumbing failure under the floor, and the fill itself can settle. You trade a wet basement for a wet slab edge and a floor that may not stay level. Different assembly, same water, later discovery.
